Job Description

I. TITLE: ASSISTANT EXECUTIVE DIRECTOR/ASSISTANT SUPERINTENDENT
CODE: MGT 201

II. SUMMARY:
An employee in this classification, under the supervision of the Executive Director/Superintendent, is responsible for assisting the Executive Director/Superintendent with Board administration.

III. SUPERVISORY RESPONSIBILITIES:
Supervises and orients individuals assigned to department.

IV. DUTIES:
60% Provides supervision and guidance for staff as assigned.
Assists the Superintendent with coordinating and monitoring the Board’s annual plan.
Assists Superintendent with oversight of development, implementation and monitoring of Board programs, services and resources.
Assists the Superintendent with budget planning and maintenance.
Develops and maintains effective communication and working relationships with other related human services organizations, community service providers and the Board management team.
Monitors activities to ensure compliance with all applicable rules, regulations, laws, policies/procedures and collective bargaining agreements.

25% Provides direct assistance to the Superintendent and   Leadership Team with program related assignments and projects.  
Attends/represents the Board or Superintendent at various meetings, conferences, committees and seminars as required.  
May serve as facility manager for administrative offices.

10% May assume responsibility of all program operations during the absence of the Superintendent.

5% Performs other related duties as required.

V. EQUIPMENT OPERATED:
 Personal computer, applications software and basic office equipment.

VI. WORKING CONDITIONS:
Position may involve exposure to individuals with medical and behavioral risks.

VII. KNOWLEDGE, ABILITIES AND SKILLS:
Knowledge of services and programs for persons with developmental disabilities.
Knowledge of Medicaid system and waiver administration.
Ability to develop and implement operational budgets.
Ability to develop and maintain effective working relationships with outside agencies and stakeholders.
General understanding of Human Resources, Finance and Management Information Systems areas.
Ability to successfully deal with a variety of complex and diversified situations and professions.
Skill in working in a computerized environment.
Effective organizational, public relations and responsive communication skills.
Ability to supervise and manage staff in various capacities; including proven experience in mentoring or coaching direct staff to higher levels of performance.
Ability to manage conflict in a positive professional manner as well as establish and maintain harmonious relationships while driving relevant changes within the organization.
Adherence to the principles of good management practices as outlined in the "Expectations for Effective Leadership and Management Practices".

VIII. MINIMUM QUALIFICATIONS, EDUCATION AND EXPERIENCES:
A. Education: Master degree in Public Administration, Business Administration, Education, Rehabilitation, Counseling, Social Work or related field.  
B. Experience:
Five (5) years of work experience in administration, supervision, instruction, or habilitation of persons with developmental disabilities, including three (3) years in a management or supervisory capacity. Superintendent Certification as issued by the Ohio Department of Developmental Disabilities (DODD).
C. Credentials:
1. Certification:
Superintendent Certification as issued by the Ohio Department of Developmental Disabilities. 
2. Registration:
N/A
3. Licensure:
Valid driver’s license.
D. Ancillary Training:
1. Mandatory training as required by the Board and DODD
E. Other:
Requires own transportation.
Will require evenings, weekends, and locations convenient for individuals and families served.

Must be qualified to perform all duties assigned to this position.
