Job Description


The Manager of Treatment Services is responsible to facilitate the development, management, and monitoring of Board funded treatment services and Board involved collaborative programs and services. The position reports to the Director of Programs and Services.  


  1. Participates and facilitates the development and implementation of substance use, mental health and gambling treatment services in Lucas County for adults and youth. Prioritizes the target communities and/or populations in each of the above areas, and recommends allocations for resources based on the prioritization.

  2. Manages collaboration with stakeholders to address common concerns consistent with Board priorities as it relates to individuals with substance use and/or mental health and gambling disorders such as Inter-system Resource Team, BH/JJ, Family Drug Court, etc.

  3. Collaborates with the provider network and community stakeholders to ensure that treatment services are responsive to the needs of both consumers and stakeholders and are consistent with current Board priorities.

  4. Advocates for programming that responds to current and emerging trends; improves quality and efficiency, and are delivered consistent with best practice methodologies and certification standards.

  5. Review annual applications, outputs and outcomes, and budgets for recommendation for annual treatment service allocations.

  6. Provides oversight and monitor program compliance and outcomes and provide technical assistance as applicable for improvement.

  7. Serves on state and local committees as assigned that are consistent with Board established priorities. Ensures the needs pertaining to adults and youth with mental illness and substance use disorders are considered.

  8. Other duties as assigned.



The Manager of Treatment Services will possess a minimum of a Bachelor’s degree in a relevant field of study and appropriate licensure (RN, LSW, LPC and/or LCDC.) Requirements also include a minimum of 3 years’ experience in developing, implementing, and administering treatment services for the mentally ill and addicted populations. Individuals with a Master’s degree, independent licensure, advanced mediation and facilitation skills, systems planning experience, and excellent communication skills are preferred.
