Job Description

GENERAL SUMMARY

Assist the Sanitary Engineer / Assistant Sanitary Engineer in all technical aspects of the department. Supervisor of Design/Drafting and Survey/Inspection/OUPS sections of the Projects division. Provide technical assistance to the Maintenance (with periodic supervision), Solid Waste Management District and Water Resource Recovery Facility Divisions. Project Engineer for capital improvement projects, assessment and repair/replacement projects. Coordinate all projects, subdivision drawings, and commercial developments for review, approval and constructability and to figure any fees that may be due.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Projects
Coordinates all design phases of the sanitary sewer and waterline improvements within the department, including but not limited to necessary preliminary and final field work, surveying, plan layout, design, drafting, taps and permitting. Review drawings for final approval before construction. Track and report on construction progress coordinating with inspection division so that projects may move along in an efficient and effective manner. Address customer concerns and problems in a prompt manner. Resolve project problems in an acceptable manner and time frame. Verify change orders and quantities, including investigation and negotiation. Prepare correspondence, agreements and necessary legislation for projects. Conduct field visits to review the installation of water supply and sanitary sewer extension projects and assist maintenance department as required. Coordinate project meetings, including final inspection and final approval. Coordinate and secure all necessary easements and property. Coordinate professional engineering service contracts, establishes project limits, and review engineering work for completeness, thoroughness and compliance with rules, regulations and specifications. Coordinate field verification and location of water and sanitary sewerage systems. Assist in coordinating maintenance divisions for appropriate operation and maintenance. Assigns and reviews the annual parcel splits/combines in coordination with the Auditor’s office.

Department Operations

Responsible for overseeing technicians to update department’s sanitary sewer and water supply line records using the latest technology and staying current with GIS and AutoCad technology. Oversee technicians with all aspects of sanitary sewer and water plan development and record keeping. Continually work to enhance the technical operating efficiency of the Department. Prepare and review plans and specifications with technicians and engineers. Assist inspection and maintenance departments on a daily basis and coordinate activities as needed. Assist with engineering and computer related matters. Prepare cost estimates, contract specifications and proposals. Recommend and assist in replacement of technical equipment and software for the projects and maintenance divisions. Review and make recommendations for annual department budget. Plans and assists in planning / programming aspects of department and divisions, develops plans and schedules for implementation of projects; assists in policy development: reviews reports, master planning and comments on plan development. Assist Solid Waste Management District and Wastewater Treatment divisions as needed.

Supervisory Responsibilities:

Supervises Project Division (including Technicians, Survey/Inspection/OUPS) and Maintenance division as required. Responsible for the professional development (i.e. annual evaluation, discipline, accommodations, promotions, continuing education, etc.) for reporting divisions/ department. Communicate and enforce all department polices and procedures, rules and regulations to all reporting personnel. Monitor staffing levels and conduct job interviews, and make recommendations for employment. Responsible for conducting disciplinary action as required and adjusting or reviewing grievances.

Subdivision Plan Review and Approval

Review engineering drawings for sanitary sewer and water supply line projects. Calculate fees and costs associated with development. Track the progress of subdivision developments from preliminary design to final approval and through construction phase. Prepare all correspondence and legislation required for contractors, engineers, review agencies and departmental staff. May attend Board of County Commissioner, Plan Commission, related local, state or federal government meetings and any related public / private meetings.

Office Representative/Public Relations

Serve on local boards and committees as required by the Sanitary Engineer or Assist Sanitary Engineer. Serve as a representative for the Department at local, state and federal meetings and seminars. Answer customer questions pertaining to water/sewer projects, assessments, tap locations, tap fees. Attend pre-construction, construction and final approval meetings for the Department. Meet with developers, design firms, contractors, county residents, etc. with a courteous and friendly persona.

Minimum Qualifications:

- Bachelor’s degree in Civil Engineering (B.S.C.E.) from four-year accredited college or
          university; and four years related experience and/or training; or equivalent combination of education and experience.
- State of Ohio Professional Engineers license (P.E.) required.
- Valid Ohio Driver’s license with driving privileges in the State of Ohio.

Knowledge, Skills and Abilities:

- Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community.
- Ability to write speeches and articles for publication that conforms to prescribed style and
   format. 

 - Ability to revise, rewrite and recommend specifications for water supply lines, sanitary sewers, pump stations, treatment facilities            and any related facilities, materials and equipment. Ability to effectively present information to public groups and/or Boards.
- Computer background with knowledge in Microsoft Office (Excel, Word, Access), E-mail, Internet, GIS, AutoCAD and other related            engineering / operational software.

Additional Information:

Project Engineer must have extensive knowledge in water distribution, sanitary sewer collection, water/sanitary sewer construction and associated engineering, design, drafting, surveying, testing, maintenance and operation. Work with outside agencies, engineers, contractors and customers. Responsible for reviewing and updating of Department Rules, Regulations and Specifications governing sanitary sewer and water construction, and other manuals or standard operating procedures (SOPs) pertinent to the departments design, construction, and operation and maintenance activities.
